Hansville ISD Director Dr. Scott Sheppard (Scott Sheppard) introduced the proposed track and field master plan on Thursday. The plan includes an upgrade of the sports program of US$300-35 million, and a new 7,000-seat football field, sports field, parking lot, driving range and tennis court.

The Huntsville ISD board of directors began to develop a broad blueprint for up to $127 million in bonds on Thursday night. 

At a special seminar, the trustee received the latest information about bond claims that will affect almost every campus in the area. The project will be submitted to voters on May 1 at the earliest.

According to Superintendent Scott Sheppard (Scott Sheppard), the proposed proposal will readjust the grade level, improve the teaching environment on all campuses, and increase funds available for teacher salaries and student programs.

Sheppard said: "Our restructuring model has been proven effective." "It will only have two building conversions. The building conversion will provide a better learning environment for students and more convenience for parents. The renovation project will also pass. Improve teaching space, safety and aesthetics to improve teachers’ effectiveness and students’ academic performance."

This adjustment will actually eliminate Huntsville Intermediate School and Gibbs Preschool. Kindergarten through fifth grade will be provided on four elementary school campuses, many of which will be expanded. Mans Park Middle School will inherit the sixth grade on its campus.

In the past few years, Huntsville ISD enrollment has shown steady growth and is expected to grow at a greater rate in the next ten years. A large part of the deposit plan (adding classrooms to the four campuses) will help cope with this growth.

The most remodeled campus will be Mans Park Middle School, and officials plan to convert the existing support and learning center building into 16 additional classrooms. The plan also calls for the conversion of the existing cafeteria and kitchen into a band suite, as well as a new kitchen, cafeteria and stage, as well as the renovation of the existing stadium.

The existing auditorium in Mance Park was condemned nearly eight years ago and will be demolished and replaced by a new high school performing arts center.

The classrooms at Huntsville Intermediate School will be renovated and the campus will be converted into Scott Johnson Elementary School. The existing Scott Johnson Elementary School will be converted into a community center, while the existing Gibb Pre-K Center will become the new support and learning center.

The plan also includes the construction of a new baseball and softball field near the high school.

Most of the workshops on Thursday included a new update to the Athletics Master Plan, which called for the construction of a 7,000-seat football field, a new sports field, and the relocation/upgrade of existing tennis courts.

Huntsville ISD is currently the largest school district in Lone Star State, without a college football field. The Hornets have rented Bowles Stadium on the campus of Sam Houston State University, which has been for decades, and only two other regions in the state are taking advantage of this initiative.

The lack of a home stadium has attracted the attention of many in the community in 2020, when Huntsville ISD was forced to relocate its opening ceremony to the Wood Forest Bank Stadium in Shenandoah. The Hornets football team was also forced to host a family football match at Madisonville High School.

The regional director’s price is between US$300-35 million, and it is quick to point out that the stadium will affect hundreds of students across the campus.

Trey Wharton, chairman of the HISD board of directors, said: "The stadium will affect many children, from training teams to cheering teams, to bands, track and field, football and football,"

Due to the capacity regulations of the Texas State Legislature, Shepard pointed out that the upgrade of the football stadium will have to be proposed in a separate voting proposal.

Like any bond election, many people quickly wonder...how much will it cost?

Voters at the Huntsville ISD have not supported bond elections for the past 22 years, so the district has almost no debt. The current tax rate is $1.0378 per $100, which includes 96.28 cents for maintenance and operating funds, and 7.5 cents for the debt service rate.

Paul Brown, the chief financial officer of the region, said the education upgrade will cost taxpayers up to 6 cents for every $100 in new debt settlement taxes. Sports upgrades will charge an additional maximum tax of 4.86 cents.

He pointed out that taxpayers will not be able to pay the highest tax rate until 2024, and the tax rate can only last for two to three years.

The Huntsville ISD board of directors is expected to make a decision on the track and field master plan at the next meeting on January 21. This plan is currently not part of the remote master plan and must be added before voting.

The trustee must be elected by February 12 to be included in the May 1 vote.
